Αλλά η ενιαία αυτή διαδικασία ένα ενιαίο ευρωπαϊκό εκλογικό σύστημα- ακόμη αναζητείται μισόν αιώνα αργότερα. \u003cbr\u003eΤο θέμα αποτέλεσε αντικείμενο μιας από τις σφοδρότερες συγκρούσεις, που αναπτύχθηκαν πoτέ στην πορεία προς την ευρωπαϊκή ενοποίηση ανάμεσα στις εθνικές συνταγματικές πολιτικές τάξεις απ’ τη μια πλευρά, και την υπό διαμόρφωση ενωσιακή τάξη, στο πλαίσιο ενός αναδυόμενου ενωσιακού συνταγματικού πολιτισμού, από την άλλη. \u003cbr\u003eΗ σύνδεση του εκλογικού συστήματος με τα ζητήματα που θεωρείται ότι συνδέονται με την άσκηση της εθνικής κυριαρχίας, οι επιπτώσεις που θα μπορούσε να έχει ένα ευρωπαϊκό στα εθνικά εκλογικά συστήματα, η στάση των διαφόρων δυνάμεων απέναντι στους ευρωπαϊκούς υπερεθνικούς θεσμούς και την ευρωπαϊκή ενοποίηση, εθνικοί και κομματικοί υπολογισμοί επηρέασαν την εξέλιξη του ζητήματος. Χρειάσθηκαν περισσότερα από 20 χρόνια κάθε φορά για να πραγματοποιηθεί κάποιο σημαντικό βήμα. Οι πρώτες ευρωεκλογές με άμεση και καθολική ψηφοφορία αποφασίσθηκαν το 1976 και διεξήχθησαν το 1979 και η θεσμοποίηση του αναλογικού συστήματος και στις 15 χώρες μέλη της Ευρωπαϊκής Ενώσεως συμφωνήθηκε με την τροποποίηση της Πράξεως του 1976 στις 21 Οκτωβρίου 2002. \u003cbr\u003eΕμπνευστής των τελευταίων αυτών μεταβολών (που θεσπίσθηκαν στο πλαίσιο των κοινών αρχών που εισήγαγε η Συνθήκη του Άμστερνταμ), ο Γιώργος Ν. Αναστασόπουλος, αντιπρόεδρος του Ευρωπαϊκού Κοινοβουλίου και εισηγητής της επιτροπής των Θεσμικών του Θεμάτων, είχε διαμορφώσει τις προτάσεις του Κοινοβουλίου του 1998 που οδήγησαν στις αλλαγές. Ο κοινός ευρωπαϊκός δικαιϊκός πολιτισμός της εκλογικής διαδικασίας προχώρησε έστω και αν περιορίζεται σε ορισμένα θέματα του εκλογικού δικαίου. \u003cbr\u003eΣτο βιβλίο που έγραψε ο Γιώργος Αναστασόπουλος, εξετάζει την 50ετή σύγκρουση σε όλες της τις φάσεις και όλες τις παραμέτρους, τις δυνάμεις που επηρέασαν τις εξελίξεις και τους παράγοντες που διαδραμάτισαν ρόλο, για να συναγάγει τα συμπεράσματα και να διαγράψει τις προοπτικές. Ο συγγραφέας προτείνει ριζοσπαστικότερες μεταβολές, αλλά δεν έχουν ακόμα ωριμάσει οι συνθήκες γι’ αυτές. Σ’ αυτό το θέμα δεν υπάρχουν άλλες μονογραφίες στη διεθνή βιβλιογραφία. Ο καθηγητής του Συνταγματικού Δικαίου και ευρωβουλευτής Δημήτρης Τσάτσος έχει γράψει τον πρόλογο. The Act of 1976 has been changed only in 2002 - after 26 years -, to institutionalize the proportional representation and to establish the common principles for the election of the Members of the European Parliament that the Treaty of Amsterdam had in 1997 introduced. \u003cbr\u003e\"The debate on the system of electing the members of the European Parliament\" analyses the history of this 50 - year - old conflict of views, one of the most vehement to date in the entire course of Europe towards its unification. \u003cbr\u003eThe writer, Dr. George N. Anastassopoulos, a former Vice President of the European Parliament, is in a unique position to address this problem. As the rapporteur of the Parliament’s Institutional Affairs Committee, he had shaped up the European Parliament’s 1998 proposals, that four years later led towards amending the 1976 Act. In the words of Professor Dimitris Th. Tsatsos, MEP, the author has mainly worked with primary sources, not to mention the fact that he himself is somewhat of a primary source in this field. \u003cbr\u003eDevelopments since 1948, are analyzed in this book. The study is not confined to the European Parliament’s proposals alone, but also covers national legislations. It establishes whether and to what extent the European Parliament determined these developments and which other European and national political, institutional and historical factors have contributed to the gradual shaping of a common European law to elect members to the European Parliament \u003cbr\u003eTo paraphrase the great contemporary expert of constitutional law, Peter Haberle, a \"common European law culture of electoral procedure\" has emerged. It is still limited to certain issues of electoral law and does not encompass all of them, but the common elements are neither few, nor insignificant. George N. Anastassopoulos is, however, convinced that major reforms are still needed to ensure a European Parliament more representative and therefore more legitimized, more competent to play an important role that befits a European Union which is more European, more democratic, more effective and closer to the European citizens.
